Manager - Global City Relations and Business Development – World Council on City Data (WCCD)

The Toronto-based World Council on City Data (WCCD) is looking for a passionate and innovative leader ready to help us service, maintain and grow our expanding international network of 100 cities across 39 countries. With 7-10 years of experience, you are used to working with C-suite executive and global stakeholders to create, implement and manage business processes, while maximizing returns. You are a skilled project manager, able to work efficiently and effectively across various departments of our organization while helping to hone and implement a sustainable growth plan for the WCCD. An ability to work with the communications specialists, the data analyst team, and the Executive leadership to derive data-driven insights and other products essential to city member retention and new city uptake is a core focus of this position. You are an innovative leader capable of creating forward-thinking strategies around network expansion and retention. Relationship builders with an understanding of public sector engagement are encouraged, though private sector experience is extremely relevant to the position. Furthermore, you will collaborate with our team to build meaningful partnerships with all stakeholders that will help carry out the vision of the organization.  Exceptional writing skills are essential.  While based in Toronto, international travel will be required.

We create ISO standards for city performance metrics and deploy them globally while telling data-driven stories and running innovative analytics. Our data powers informed policy decisions around the world and is a trusted source for city mayors, companies, and citizens everywhere.

Critical Skills

  • Developing new and existing client relationships
  • Managing the end to end process of onboarding cities, through the WCCD ISO-certification process, and ensuring annual renewal for all cities in the growing global network
  • Working with a fast-growing pipeline of cities globally, your role will be to solidify our city partners, help further expand the organization globally, and ensure a sustainable revenue stream. This will be done through product sales and pipeline building. The successful candidate will further expand our organization and enter new markets globally
  • You will have to analyze our programs & initiatives, our value proposition and understand what city stakeholders need and want as members of the WCCD. At the end of the day, your actions should make the organization scale and bring WCCD to a new level.
  • Stakeholder engagement: Developing new partnerships is key, but maintaining these relationships is essential. Unique to WCCD, we have multiple activities (including global meetings and panels with UN and other organizations) and we are developing products (that include data visualization, global city reports, indices, data tools for comparative benchmarking, etc.), that city stakeholders can engage in. Your role will be to network with these stakeholders and ensure a great partnership is built that is mutually beneficial to the partners and most importantly beneficial to the ecosystem.
  • File and Data management: You will support WCCD in building our CRM, creating a sustainable infrastructure that is conducive to proper data and files management, both online and offline which is key for our organization. Working with our City Relationship team and our executive team, to build our partnership pipeline is key.
  • Understanding blockages and impediments to growth/retention, while proactively seeking and implementing solutions
  • Excellent written and verbal communication skills
  • Demonstrated ability to work across different departments, and work with all stakeholders to create, manage and implement sound expansion and retention practices
  • Significant project management experience, including working with both public grants and private sector involvement
  • An ability to undertake horizon-scanning for city data related initiatives globally (e.g. across cities and countries, and international organizations such as the World Bank and United Nations
  • A willingness and passion for expanding a global network through nuanced and stakeholder-specific engagement
  • A good eye for visual branding and excellent attention to detail
  • A proven track record in working across departments to hone audience-specific messaging to diverse stakeholders
  • Ability to influence across the global network at multiple levels in the organization
  • Strategic thinking with good judgment and strong conceptual thinking skills
  • Experience providing communications support to senior leadership


  • A bachelors degree is required and additional, demonstrated qualifications in specialist degrees and/or certifications are considered an asset (for example, PMP)
  • An MBA is an asset
  • Sales experience considered an asset
  • Language skills considered an asset
  • 7-10 years of experience - ideally in both the public and private sector
  • A legal ability to work in Toronto

Reporting to the WCCD Senior Executive  Team, the Manager of Global City Relations and Business Development will have responsibilities across the organization, including several direct reports who liaise daily with cities and stakeholders worldwide. You will also have the responsibility to grow and evolve this city relationship team, as needed. You also will be an essential part of the WCCD's senior management team, now under expansion.
