Project/Program Overview

The Commercial Services team provides sound commercial advice in managing commercial relationships, mitigating risk, capturing and securing business and enabling successful execution to ensure sustainable customer value to General Dynamics Mission Systems–Canada. The Commercial Officers are strategic business partners who are at the forefront with our Program Managers in dealing with their customers and their requirements.

Responsibilities

  • The Senior Commercial Officer is responsible for the administration and support of various commercial functional areas, including:
    • Pre-contractual phase of commercial management: confidentiality, teaming, joint venture, collaboration and software licensing agreements, review of customer terms and conditions for high value/complex bids. Ensure the identification of commercial risk.
  • Contract negotiations, development, execution and closeout - lead negotiations with Canadian and International customers with respect to commercially advantageous terms and conditions, prices and payment plans. Manage and review existing contracts. Advise programs on execution contractual obligations, liabilities and rights.
  • Supports any type of commercial issue and prime/sub-contract
  • Contributes to company-wide strategies through the development of commercial initiatives
  • Plays a key role on helping impact key business objectives through Commercial support and development of complex commercial strategies specific to the business
    • Participates in and leads special projects such as:
    • Directly supports senior program staff (program managers, engineering, etc.) in the management of customer programs by participating in contract review/change boards, internal program review meetings, operational program review meetings, customer reviews, key design reviews, etc.
    • Works closely with Commercial Services members and other internal stakeholders in the development of offset strategy and report generation.

Qualifications

  • Progressive experience in a similar Commercial Services/contracts role with at least 8 years of experience.
  • Previous experience working on the development and implementation of commercial and or contractual policies and procedures.
  • Strong interpersonal and team effectiveness skills, focus on improving the overall success of the Commercial Services team.
  • Ability to adapt quickly to a rapidly changing environment.
  • Strong analytical and research abilities, detail oriented, with the ability to work independently.
  • Excellent business acumen skills to provide superior customer service to client groups and ability to support key business decision making.
  • High Level of comfort and ability to deal with complex commercial and business related issues which may involve conflict resolution and mediation.
  • Excellent written and oral communications; comfortable with conducting presentations and having difficult conversations.
  • Positive attitude and strong work ethics.
  • Hands-on experience with MS Office applications, CRM, Oracle and other related tools.
  • Results oriented with a demonstrated ability to handle multiple priorities with solid time management and organization skills; knows when to ask for help and ability to delegate to others.

Education

  • Post-secondary degree in Business Commerce, Law or other related field.
  • Certified procurement or contracting designation (PMAC, NCMA, CCCM) would be considered an asset.

Minimum 10 year consecutive residence in Canada – for Canadian Secret Security Clearance
